Cambodia Sets Tougher Casino Rules and Proxy Betting Ban
Cambodia is tightening regulation of its casino industry with new licensing standards and a suspension of proxy betting from October 2026.
The Commercial Gambling Management Commission of Cambodia is developing a new framework to assess casino integrity and quality during licence renewals. The system will establish minimum conditions for operators seeking to obtain or retain a casino licence.
The move follows inspections of all 195 licensed casinos in the country. Authorities revoked 20 licences and suspended another 29 in August, while 23 licences expired.
Touch Sokhak, deputy spokesperson for the Ministry of Interior, stressed:
The campaign was intended to prevent Cambodia from becoming a safe haven or money-laundering base for technology-related criminals.
Cambodia will also suspend live-dealer streaming from inside casinos in October 2026. The practice, often called proxy betting, allowed licensed casinos to provide games remotely to foreign players despite the country’s wider ban on online gambling.
Casinos that violate the suspension could lose their licences and face additional legal action.
Authorities said the measures are aimed at cutting links between casino operations, cyber-fraud networks and untraceable money flows.
